XIII International Conference Russian Regions in the Focus of Changes

Co-organisers: National Research University Higher School of Economics, NRU HSE — Saint Petersburg, Peoples' Friendship University of Russia, Ekaterinburg City Administration.
For many years, the conference has been one of the biggest discussion platforms in the Urals covering the issues of regional development with representatives of government authorities, academia, leaders of large industrial enterprises and successful medium-sized businesses from different regions. Every year some of the most prominent Russian economists participate in the conference. The event is held with the support of the former Minister of Economic Development of the Russian Federation, Academic Supervisor of Higher School of Economics Evgeniy Yasin, Deputy Chairman (Chief Economist) – Member of the Board of Vnesheconombank, Andrey Klepach and Secretary of the Civic Chamber of the Russian Federation Valery Fadeev.
The programme includes business and academic days that comprise plenary sessions and round tables, research workshops involving international researchers, more than 20 research thematic sessions, youth forum, open lectures and master classes of visiting experts.

Since the end of 2017, the regions have been actively developing digital strategies and discussing the effects of web economy. The authorities, business and academia are trying to find common ground on the issues of infrastructural automatisation in cities and regions, interactions between citizens and the state, areas of healthcare and education.
Is the business community ready for cooperation with the authorities? What methods of such interaction could be considered as the most effective? Is there a future for a public-private
partnership? To which extent do the nowadays technologies meet expectations and needs of the market? These are the questions that don’t have concrete answers yet.
12.40 – 15.00 Round table «Spatial development of Russia: inter-regional cooperation as the basis for balanced economic growth»
(in the framework of the ARETT Х Anniversary School of Economics Analysis)
Elaboration of the Strategy of Spatial Development of the Russian Federation up to 2025 has many years of history, and now it’s finally on the homestretch. According to the plans of the Russian Government, the strategy should be approved this year, however, a project of the strategy published by the Ministry of Economic Development in August sparked a wave of criticism among the experts, as well as in regional governments. In particular, the authorities in the regions disagree with the areas of specialization allocated to their territories in the document, as they do not reflect the economic reality in the regions. Integration of Russian territories into 14 macro-regions also raises many questions because their design does not correspond with existing socio-economic relations. The principles of choosing the centres of economic growth are also quite controversial. On the other hand, it's hard to argue with the fact that the idea of inter-regional connections intensification and relying on cities and agglomerations in the next cycle of economic development, that the Ministry finds inspiring, is relevant and meaningful. What should be the principle of consolidating the regions? Where to find resources to develop big cities? How to distinguish the borders of real socio-economic spaces on map of the country and start to coordinate its development? And where is the place for business on that map?
12.40 – 15.00 Round table «Transformation trajectory for strategies of SMEs»
The economic policy of a new political cycle focuses on launching development through infrastructural projects (the basis are projects aimed at developing transportation infrastructure — vehicle, railway, port). Moreover, according to the Presidential orders, 12 new national projects have been elaborated. Among them, some can have direct impact on the business level. For instance, it is the national project Cooperation and Export. In recent years, many companies have chosen expansion to new markets as the major element of their strategy. The second important project is Mainline Infrastructure. The project has the goal of increasing competitiveness of national businesses by means of decreasing logistics costs. Geopolitical risks add to internal factors: pressure of the sanctions, crises in emerging markets.
What effects will all these elements of economic and geo-politics have on the micro level? What factors should be the focus of owners’ and managers’ attention in developing mid and long-term
strategies for their business? There topics will be discussed by experts and business representatives.
